Integrative neighborhood development - Area Campus Rotkreuz Lustenau
The municipality of Lustenau is taking a large-scale educational building project in the “Rotkreuz district” as an opportunity to devote itself to the integrative development of an existing urban quarter. This includes existing non-profit housing estates from the 1940s and 1980s, a planned new non-profit housing estate "Assisted Living" as well as a planned public open space of the community that connects the area ("Rotkreuz Generations Park") and the redesign of street areas. Due to the spatial scale as well as the social and settlement political importance, the following challenges arise with regard to an integrative approach to sustainable district development: (1) Consideration of different social groups and their demands on settlement and green space; (2) A lack of awareness and analysis of climate change and loss of biodiversity as well as the need to provide space for the development of ecologically resilient urban districts; (3) Integration of measures for climate protection, for climate change adaptation, ecosystem services of urban nature and social issues in everyday municipal planning for district development.
The integrative development of urban quarters - taking into account social, ecological and climatic aspects - leads to conflicting goals and requires the negotiation of contradicting requirements for (public) space.
As part of the “IQ_Lustenau” project, a feasibility concept is being developed for a multi-year process for the holistic and integrative development of the “Campus Rotkreuz Lustenau” and the surrounding quarters. There is extensive cross-sector and cross-disciplinary cooperation between the municipality of Lustenau and the “Vorarlberger gemeinnützigen Wohnungsbau- und Siedlungsgesellschaft” (non-profit housing and settlement company), the “Department of Environment and Climate Protection” of the Vorarlberg state government and the research institutions. The focus is on investigating the possibilities of using digital analysis and visualization tools for holistic and integrative neighborhood development. The methods and instruments developed are to support the further implementation process.
The result of the "IQ_Lustenau" project is a feasibility concept and a road map for the connection of climate protection and climate change adaptation with ecological and social issues as well as the promotion of climate-neutral mobility as part of the specific development of the “Campus Rotkreuz Lustenau” area. Since the issue of climate-resilient neighborhoods is now being discussed intensively and interdisciplinary nationally and internationally, transferable solutions should be developed based on the concrete case study.
