Progress in the field of artificial intelligence has also been accompanied by developments in the governance of AI for some time. In 2024, the EU adopted the AI Act, which defines certain sectors as particularly critical in Annex III. These areas include large parts of administrative work (in particular critical infrastructure, education and training, personnel management, access to and use of basic private and public services and benefits, law enforcement, migration, asylum and border control, legal services).
An executive order had already been issued in the USA in 2023 and, at international level, the G7 countries and the AI Safety Summit led by the UK are also discussing AI regulations, ethical guidelines, data protection, fairness and transparency.
Against the background of these recent developments in the field of digitalisation and in particular the development, implementation and governance of AI, the practical guide for ethical AI in administration, which was developed in 2023 by the AIT AI Ethics Lab with Department III/C/9 of the Federal Ministry of Arts, Culture, Civil Service and Sport, is to be updated. This version of the guidelines will also deal more closely with the topic of large language models, as LLMs and in particular ChatGPT have become an issue in administration and beyond. In addition to the guidelines, individual modules of a possible compact course on ethics and AI in administration are to be developed as part of the Austrian School of Data Public Services of the Federal Academy of Administration.
