Certificate for Integrated Emergency Response
CERTIFIER aims to improve the integration of informal assistance services into crisis and disaster management by developing a digital skills certificate for volunteers. Due to the high synergy potential of the two topics, the call for proposals focus areas 3.1.23 and 3.1.24 are addressed simultaneously in this application (focus on 3.1.24). This was clarified in advance with the BMF.
The project pursues a holistic approach to promoting skills-based participation of volunteers in the event of a disaster, the possibilities of digital recording and validation of skills, and the coordination of operations based on this.
The proof of concept (TRL 4) (PoC) to be developed in CERTIFIER for the digital skills certificate includes interfaces to existing volunteer management systems (such as Team Austria), a support bot for (rapid) registration and skills recording as well as skills validation, and a skills-based resource overview of all available volunteers for authorities and organizations with security tasks (BOS). A user-centered approach is chosen, in which the fwH retain control over their certificates.
CERTIFIER builds on the findings and concepts developed by the BMSGPK volunteer pass, the KIRAS CIvolunteer project, and other previous projects. It takes into account the needs of all stakeholders in disaster management and ensures competence-oriented response management.
In order to ensure maximum usability, user acceptance, and sustainability, the framework conditions for the design of the digital competence card are being comprehensively examined. In line with a holistic approach, particular attention is being paid to the organizational, legal, ethical, and social requirements for the competence-based participation of fwH with the help of a digital competence certificate. This serves to support the process for smooth deployment, but also gives fwH themselves the opportunity to manage their competence profile and use it in everyday life.
