New OVE Guideline R 37
As of June 1, 2025, new technical requirements for charging stations will apply in Austria in accordance with the TOR Low-Voltage Distribution Network Connection standard. With the new OVE Guideline R 37, a comprehensive testing framework is now available for the first time, ensuring that charging stations operate in a manner that supports the grid and setting new standards for electric mobility.
The guideline applies to everyone who plans, develops, or operates charging infrastructure. It defines the testing procedures for verifying TOR compliance of both AC and DC charging stations. Portable charging cables with an ICCB (in-cable control box) are also considered charging equipment under the TOR and are therefore subject to testing starting at 3.68 kVA.
Accredited test report required as of December 15, 2026
Effective December 15, 2026, an accredited test report in accordance with OVE Guideline R 37 is required for the initial installation of a charging station. This report must be issued by a testing laboratory accredited under ÖVE/ÖNORM EN ISO/IEC 17025.

What requirements must be met?
The OVE Guideline R 37 defines test procedures for TOR requirements for charging stations regarding:
- Frequency stability
- FRT capability (only for DC charging stations)
- System protection and grid restoration
- Specifically for charging stations
- Communication capability, controllability, and programmability
- Symmetry conditions (for AC charging stations only)
- Reactive power behavior (for DC charging stations only)
- Tamper resistance
- Parameter settings for the charging device
- Undervoltage trip
- Voltage ranges
- Voltage quality (only for DC charging stations)
Particularly with regard to FRT capability, previous testing activities have revealed a need for action during implementation. Many DC charging stations do not yet meet FRT requirements because they cannot maintain communication with the vehicle during a voltage dip lasting more than 2 seconds.
