In the coming years, the demand for battery development and production is expected to increase significantly (BNEF, 2023), particularly in the fields of electromobility and industrial electric applications. These sectors will require storage solutions and the integration of various energy sources. The expansion of these industries will require adjustments and optimizations in battery production capacities, as well as the development of innovative and sustainable processes across the entire value chain. Against this backdrop, establishing a European battery cell production holds pivotal political and economic importance.
In December 2023, the Federal Ministry for Economic Affairs and Climate Action (BMWK) commissioned a consortium for the evaluation of the funding meassure in support of industrial battery cell production. The consortium is formed by the Austrian Institute of Technology (project lead), the Austrian Environment Agency, Kerlen Evaluation, and ETR: Economic Trends Research. The evaluation aims to generate and provide evidence that informs the design of future funding initiatives (optimization), as well as to examine the impact of all BMWK measures to promote industrial battery cell production in Germany and Europe (development of a battery ecosystem). Thus, the evaluation findings can contribute to effectively supporting the future landscape of battery research and manufacturing.
