The rapid development of artificial intelligence (AI) presents public administrations worldwide with the challenge of deploying innovative technologies in a targeted manner, while also upholding ethical and legal principles. Digitalisation offers enormous potential to make administrative processes more efficient, provide citizens with better services, and deploy resources more effectively. At the same time, however, administrations must ensure that AI systems are used responsibly to avoid discrimination, guarantee transparency, and bolster public confidence in state institutions.
In order to successfully navigate this balancing act, AIT has developed a practical guide to the responsible use of AI in public administration, commissioned by the Federal Chancellery (BKA). Being the first comprehensive work of its kind in the German-speaking world, it serves as a guide for decision-makers and administrative staff, covering the technical, ethical, and legal aspects of AI use. It provides practical recommendations for implementing and using AI systems and illustrates this with specific use cases. Thanks to a broad-based dialogue involving academia, administrative experts and political stakeholders, the guide not only conveys theoretical principles, but can also be directly integrated into day-to-day administrative practice.
The guide, which is currently being revised, will form the basis for new administrative guidelines in line with EU debates. It will support the introduction of AI-supported processes and promote data-driven, transparent and citizen-friendly administration. It assists public institutions in managing digital transformation, streamlining workflows and enhancing the quality of services provided.
This project has a far-reaching social impact: the effective and ethical use of AI increases government decision-making transparency, reduces bureaucratic hurdles, and improves access to essential services, particularly for disadvantaged groups. At the same time, the guide helps to allay fears surrounding AI, promoting a better understanding of its potential and risks. The positive effects also extend to policymaking, as a technology-supported administration that is informed and efficient can help create a sustainable, inclusive and future-proof society. This work has also been recognised as significant on several occasions by official bodies.
The guide has international appeal and has been recognised as 'best practice'. It has the potential to serve as a model in other countries, too. In order to contribute to international discussions, the BKA has produced an English version of the guide.
