Industry4Redispatch explores the potential of industry as redispatch services providers in the European electricity markets.

It is the first project in Austria that brings relevant stakeholders together to develop a coordinated solution for electricity market redispatch looking at:

  • the automation and optimization of the industry in line with a
  • a coordinated process between the TSO and the DSOs,
  • the development of a novel redispatch module based on standardized requirements, and
  • the proof of concept and the value of the creative approach.

A growing need for redispatch is largely caused by the integration of intermittent renewable generation and progressive integration of highly meshed European networks. Redispatch is a necessary measure for congestion management at the transmission system level when thermal line capacity is exceeded. The challenge is that the amount flexibility available to the TSO for congestion management is currently very limited, specifically related to real time.

Industry4Redispatch is therefore looking at opportunities for industrial and large commercial customers to provide redispatch services to the TSO while taking distribution network constraints into account. In addition, there is a search for new solutions for making the procurement of redispatch more efficient to reduce system costs and enable effective integration of renewables.

The main challenges in this process are:

  • The regulatory framework and the incentives that are currently not attracting industrial customers to participate in redispatch. > With this in mind, the project determines ways in which other sources of flexibility can be effectively engaged in system support. 
  • Achieving the energy efficiency targets and adapting to the changing energy market. Therefore, a highly dynamic industrial plant operation is often not possible. > What is needed is the possibility to combine and match algorithms of industrial process optimization with automated participation algorithms in the congestion management of the electricity grid.
  • Most customers are connected to the distribution grid. >Therefore, Industry4Redispatch places a special emphasis on the coordination process among the TSOs and the DSOs in order to ensure timely data exchange with regard to the DSOs’ network constraints. 

 

Overall, the project assesses all necessary technical, regulatory, economic and organizational requirements for the implementation of both redispatch requirements, necessary TSO-DSO interaction and optimization/control.

AIT-PGS’s primary goal within Industry4Redispatch is to design a TSO-DSO interaction process that allows utilizing the distributed flexibilities of industrial and commercial customers for redispatch at the transmission level. The process is designed in close cooperation with the relevant stakeholders to consider all requirements and implemented in a simulation environment to enable its continuous analysis and refinement. Finally, a comprehensive simulation study is conducted to investigate the technical scalability of the specified process.
 

Industry4Redispatch is a Flagship Project of the NEFI thematic model region that is positioning the decarbonization of energy intensive and manufacturing industries in the center of a long-term innovation process to boost technological development.
