Local User-friendly Energy Communities

Energy communities are an essential part of the future energy system and cooperate in generation, distribution, storage and supply at the local level with the aim of maximizing the share of renewable energy production and optimized consumption within the community.
The international research project CLUE, led by the AIT Austrian Institute of Technology GmbH, develops know-how on optimized design, planning and operation of energy communities and develops a tool kit for planning and operation as a basis for a successful dissemination of Local User-friendly Energy Communities.
The research and development takes place on several levels

  • Flexibilities and sector coupling
  • Services through business model development
  • Recommendations to improve the regulatory environment
  • Involvement of local actors
  • Development of services for suppliers and consumers in a real laboratory concept

CLUE is jointly implemented by leading European research institutions, companies and local partners in several demo districts in four countries (Austria, Germany, Sweden, Scotland). The testing of different technical concepts and market solutions as well as the country comparison enables CLUE to develop optimized neighborhood solutions depending on country-specific and local conditions.

CLUE follows two main approaches

  1. Tool kit for local energy communities: Based on a detailed analysis of the needs of the addressed stakeholders and the expertise of the involved project partners, a tool-kit will be developed to support the planning process of new energy communities considering different sectors (e.g. electricity, heat, mobility) and to monitor and optimize their operation. In the demo regions, the implementations will be tested under real conditions - the results and insights gained will in turn be used for further development.
  2. Demo areas in use: Furthermore, the demo areas are (further) developed, put into operation, monitored, analyzed and optimized. In each of the eight quarters, different approaches are chosen, different concepts and technologies are implemented and validated as proof of concept.

Two different energy communities are being implemented in Austria: In the municipality of Gasen, Styria, it is a renewable energy community (Renewable Energy Directive). In the act4.energy innovation laboratory in southern Burgenland, the focus will be mainly on use cases related to the use of block chain technology for the automation of transactions in energy systems, the further integration of electromobility and the roll-out of an "energy account" for the participants. A Citizens Energy Community (Electricity Internal Market Directive) will be set up, which will extend over several municipalities. Finally, recommendations and framework conditions for future energy communities will be developed based on the experiences of the demonstration operation.
