Recently, the starting signal was given for the accompanying evaluation of the funding measures as well as the accompanying measures of the German Federal Ministry for Economic Affairs and Energy within the framework of the 7th Energy Research Programme (EFP). The German Federal Government promotes research and development in the field of forward-looking energy technologies. With the 7th Energy Research Programme, it supports companies and research institutions in researching and developing new technologies for the energy supply of tomorrow.
With the Climate Protection Plan 2050 and the Climate Protection Programme 2030, the Federal Government has set ambitious targets for reducing energy consumption and CO2 emissions and for the share of renewable energies. The 7th EFP has been assigned a key role in establishing a link between the long-term goals of the Federal Government and the time horizons of business technology research. In this way, government support for technology development and innovation is intended to make a significant contribution to accelerating the transformation, strengthening the industrial location and risk prevention for society as a whole.
Under the direction of the AIT Center for Innovation Systems and Policy, in cooperation with the Center for Energy, KMU Forschung Austria and Kerlen Evaluation, the accompanying evaluation will develop analyses, reflections and ongoing recommendations as a basis for controlling and continuously improving the programme ("programme learning"). In particular, this concerns the areas of funding announcements for applied non-nuclear research funding and the guideline for the funding of real laboratories for the energy transition research project. Within the framework of the accompanying evaluation, the evaluation plans according to the GBER will also be developed and coordinated with the European Commission.
A mixed-methods approach will be used to answer the evaluation questions, including 1) a portfolio analysis of the programme, 2) interviews, 3) focus groups, 4) case studies as well as 5) sentiment analysis and 6) surveys.
